Sometime you can give reps to a user and sometime you can't, why?

Here is the fact behind the Reputation system in uIRC Network

• Your Reps must be bigger than 10 to be able to give to someone.
• If your Reps < 11 you can not give Reps to those who have 5 Reps or bigger>
• If your Reps < 21 you can not give Reps to those who already have 10 Reps or bigger>
• If your Reps < 31 you can not give Reps to those who already have 15 Reps or bigger>
• If your Reps < 41 you can not give Reps to those who already have 20Reps or bigger>
• If your Reps < 61 you can not give Reps to those who already have 30 Reps or bigger>
• If your Reps < 71 you can not give Reps to those who already have 40 Reps or bigger>
